The Translation Steward reads from your SAP the available languages.
Only the installed languages in your SAP for the selected system are available.
👉🏽 That means you have to install the language package in your SAP to be able to upload translations in this language to SAP.
If your SAP-System supports those languages, those should be selectable on the startup language screen:
